Summary

The PPP (Public Private Partnership) model has gained traction in recent years. The PPP model enable governments to efficiently execute large-scale, complex projects that are capital intensive. With PPP model, governments are able to tap into financial resources and expertise of private players by sharing risks, resources, responsibilities and rewards. In January 2008, Kuwait introduced Law No. 7 to govern the country’s PPP projects. Although the Law is widely publicized as a BOT Law – which is a misnomer; as BOT is just one of the commonly used subset of the PPP model. With the introduction of the Law, the government created a Higher Committee and PTB (Partnership Technical Bureau) to oversee PPP projects.
