The second half of 2015 continued the dramatic streak of lower oil price pressures and geopolitical upheavals in the wider Mena region. The persistently low oil prices are starting to tell on the budgets of the GCC countries, with many of them ramping up measures to plug the deficits through bonds and subsidies rationalization. The imperative of finding jobs for the burgeoning ranks of educated nationals, too, comes at a time of tightening budgets. Thus, the reforms that many of the GCC countries have enacted in the second half of 2015 reflect the themes of creating jobs for nationals, easing the environment for doing business in order to attract more foreign investments and intelligently curtailing high subsidy spends.
